Recent actions by the United States Department of the Treasury and the United States Department of State imposing sanctions and visa restrictions on officials linked to Rwanda Defense Force activities in the eastern Democratic Republic of the Congo have drawn renewed international attention to the region’s ongoing conflict. These developments have also highlighted the largely overlooked plight of long-displaced Rwandan refugees living in eastern Congo, many of whom continue to face insecurity and instability nearly three decades after the Rwandan Genocide.
