Weekly News Letter: Germany’s development ministry announced that it will suspend new financial commitments to Rwanda

Germany’s development ministry said Tuesday March 4, 2025 it will suspend new financial commitments to Rwanda over that country’s alleged support of the M23 rebels in neighboring eastern Congo.

The ministry said Tuesday that, “in consultation with partners,” it will further restrict bilateral cooperation with Rwanda. It said that it will review existing development cooperation with Kigali, suspend high-level participation in development events organized by the Rwandan government and seek “an appropriate reaction” regarding multilateral programs. Germany said Rwanda was informed of the decision in advance in a conversation in which the position of the European Union and expectations of Rwanda — particularly withdrawal of its troops and an end to support for M23 — were again underlined.

Germany is the latest country to announce measures aimed at piling pressure on Rwandan President Paul Kagame, who previously has been defiant over his country’s efforts to secure its border with a largely lawless part of eastern Congo.

The ongoing conflict has resulted in significant civilian casualties and displacement. Reports indicate that the M23 militia, allegedly backed by Rwandan troops, has committed serious human rights violations, including executions and sexual violence. The international community remains divided on the effectiveness of sanctions, with some arguing that they may hinder peace efforts by reducing incentives for dialogue .The situation in eastern DRC remains volatile, with continued clashes between M23 rebels and Congolese forces. Diplomatic efforts are ongoing, but achieving a sustainable peace solution has proven challenging amid the complex regional dynamics and resource-driven interests.

Rwanda’s Continued Disinformation Campaign: DRC Rejects False Claims of FDLR Collaboration and Urges Regional Condemnation

The government of Rwanda continues to spread lies aimed at furthering its agenda of killing and looting resources from the DRC. It seeks to mislead the international community by falsely claiming that the FDLR is collaborating with the government of the DRC. The government of DRC has issued a statement rejecting these claims, especially the allegation regarding the capture of brigadier general Gakwerere, who was shown on different Rwandan media Saturday 01,2025 .instead is a Rwandan agent who is being used to mislead the public . The DRC government insists that there is no cooperation with the FDLR, and instead, it is Rwanda that invaded the country in a mission to loot its resources.

All Rwanda is urging its neighboring countries to avoid the traps set by the Rwandan government and calls for strong condemnation of Rwanda within the regional community bodies .
